Alissa Moore (She/Her) is a dedicated Policy Advocate, Proximate Leader, Public Insight Speaker, Consultant, Facilitator, & Criminal/Prison Policy & Law Specialist whose profound understanding of the carceral system stems from over 25 years of lived experience. Incarcerated at 17 with significant literacy challenges, she managed the ability to identify legal loopholes in the (CDCR) operating manual and Title 15.
Early on Alissa became a Laubach Literacy Tutor, simultaneously providing crucial reading comprehension support to her peers while continuing her own education. Her expertise expanded to encompass inprison conditions, procedural, & criminal law, enabling her to assist countless individuals in sucessfully challenging unjust convictions and flawed disciplinary infractions. Alissa supports those serving life terms, navigating language barriers and complex thought processes during BPH, with significant success. She extends this support to families, offering navigation and translation services throughout the parole process and assisting with En Banc hearings.
Alissa is the Founder and Funder of Life Unlocked, a groundbreaking 24/7 emergency hotline for incarcerated Californians. Her work with Greenlife | Earth Island Institute focused on reentry, enviromental justice & food Insecurity. With the Ahimsa Collective & Shiloh she played a vital role in expanding their food justice program, tripling its capacity. As the W.H.O Program Manager for Arsolas,she allocated significant food Justice funding.
Alissa has been instrumental in advocating for systemic change. She contributed to the successful passage of the FRESH Act (SB 1254) and has provided expert witness testimony on over 45 occasions, impacting numerous key bills, including Menstrual Equity (AB 1810). A lead for the Thriving Transitions campaign with All Of Us Or None, Alissa champions food justice and equitable access to resources for formerly incarcerated individuals. Her current legislative focus includes addressing the climate crisis within prisons and advocating for revisions to SB 132 to ensure the safety and well-being of incarcerated individuals. Alissa's affiliations include All Of Us Or None, LSPC, Nourish California, Wear My Pain, Alameda County Elections Commission, and the Vanguard Carceral Journalism Advisory Board.
