Ed Bolen is the Director of SNAP State Strategies on the Food Assistance team at the Center on Budget and Policy Priorities. He applies his versatility and technical know-how in developing the team’s SNAP state policy agenda and provides strategic guidance and technical assistance to state advocates and federal and state agency partners.
Prior to joining the Center, Bolen was Senior Policy Analyst at California Food Policy Advocates. While there, he advocated for administrative and legislative improvements to food assistance programs and provided training and technical assistance to community-based organizations. He also has worked in public health law on legal strategies to combat childhood obesity. Prior to that, he was senior staff attorney at the Child Care Law Center, specializing on licensing, subsidy and legislative issues affecting low-income families in child care and early education settings. He received his law degree from University of California Hastings.
